Will "Call Home" function shut down my XP PC?

I am using windows XP (SP2) to run navigational software on my boat.

Is it correct that the latest "animated cursor" fix also installs a "Call
Home" feature that will make the OS inoperative if the PC can not "call in"
to Microsoft.

In that case I - and everyone else using a PC on a boat (or any other
location without internet access) - have a big problem. Not using the
navigational software is obviously not an option.

Have I misunderstood something???

No. Most security update do not phone home. Only Windows Genuine
Advantage (WGA) does, if you let it install itself.

Then if WGA does not detect its "home base" during start up, you will
get the nag message stating that your Windows is not genuine.

What does this update do?

Does it try to install itself as a "critical" update?
