What is default state of Folder options View? ( Hidden files and folders ->
Show hidden files and folders )
Should be ticked 'Show hidden files and folders'?
Is so, need it be applied to all folders? or vice-versa?

Default is for them not to be shown. For many reasons, that is one of the
first settings I change, especially while troubleshooting.
