Question on 'Safely Remove Hardware'

I am using the 'Safely Remove Hardware' icon in task bar to disable
access to my external (USB) hard drive. It is working fine, but I
notice that often XP's PnP does not pick up presence of the drive when
I power the drive off then on again. I have to do it a few times
before the drive is accessible again.

I am wondering if there is the reverse of 'Safely Remove Hardware'
so I can manually tell XP to detect the drive?

USB2? OEM or PCI card?

Can u do ops other than R/W to HDD. Like Chkdsk, zip, unzip?

Actually - no. Since after the 'safe removal' the drive does not show
in My Computer or anywhere else, then I can't address it.

If the drive is listed as a removable drive in My Computer, you can right
click, Eject.
