You should post to a Vista newsgroup. This one is for the XP OS. Also give
more details of the error, when it occurs, and the exact text of the
message. Did it always happen? If not what changes were made to the system
right before the problem started?

Vista general newsgroup:
microsoft.public.windows.vista.general

Do some clean boot troubleshooting to see what's generating the error.
These links are for XP but the process is similar in Vista.

Most of the InstallShield errors are caused by older InstallShield files left on the computer from the installation of another product (most software vendors are using different versions of InstallShield software for installation).
