Regional Settings and Group Policy

Ok, here is what I am looking for.

We have a number of PC's deployed with the defualt english language. I want
the users to have the option of switching back and forth between English and
another Lnaguage (french) by using the Left Shirt and Alt Keys.

How can I push the second language to the PC's using Group Policy???
