I have a laptop that has a U.S. keyboard. I have an external FRENCH
keyboard that i use when i am at home.

Windows XP seems to keep a record for each program of the last used KB.
Each time i open a window i never know if i am using French or English and
there for type errors .... Then for every program i need to change input
language. Its VERY annoying to say the least.

Is there a way to easily change the input language for ALL programs ?

Please help i am pulling my hair out here

You might create a new account, perhaps titled "French", and use it for
French language uses.
