Toss it in the trash. It's obviously not worth much, given the lack of

Is this a new or old computer? What's the history of this problem? Did it
ever work right? If so what changed between when it worked and when it
didn't? Software/hardware/windows update changes?

On the face of it, this is probably a driver issue, but you need to provide
more info.
