Right click on the Desktop | Properties | Appearance | Advanced button. In
the Item drop-down box select Icon. Make the appropriate changes.

I /believe/ you have to be running in the Classic mode for this to work.

Yes, but I can't find it right now. It requires registry hacks, though and
isn't recommended.

That changed the desktop icon size but not the size of the quick
launch icons.

Registry "hacks" are OK.
I have quite a few batch files and .vbs scripts that I use for
customization.

Works here. Did you change the Start Menu to Classic View? Right click on
the Taskbar | Properties | Start Menu Tab | Classic Start Menu.
