Was the issue preceded by a power interruption, aborted restart, or
improper shutdown?
These can cause corruption in the file system which must be fixed
before you do anything
else.

If any of those events have occurred, you should boot into the Windows
Recovery Console
using a bootable XP installation CD, or create on a bootable XP
Recovery Console CD. This
is not the same as any recovery disks that might have come a store
bought system.

For each of your hard disks, you should then run:

chkdsk /r

You can make a bootable Recovery Console CD by downloading an ISO file
and burning it to a CD.

The bootable ISO image file you need to download is called:

xp_rec_con.iso

Download the ISO file from here:

http://www.mediafire.com/?ueyyzfymmig

Use this free and easy program to create your bootable CD:

http://www.imgburn.com/

It would be a good idea to test your bootable CD on the computer that
is working.

You have to set the BIOS boot order to boot from CD first. Put the XP CD in
the drive and reboot the computer. When you see the "Press any key to boot
from CD" prompt, press any key to boot from the CD. If you don't have an "Any
Key" key on your keyboard, buy one from a novelty store.

See the following KB article detailing how to replace the hal.dll file:

Hi Mike,

What make and model of computer? Desktop or Laptop?

There is probably nothing wrong with your HAL (Hardware Abstraction Layer)
file. That error usually results from a faulty boot.ini file that causes the
system to look in the wrong place for HAL. When the computer first comes on,
BEFORE it gets to the point where Windows tries to load, you need to access
your computer's BIOS setup screen and set the CD to boot first, instead of
the hard drive. (Try F2 or DEL key or Alt+Ctrl+Enter) After the CD boots
with the Windows XP setup disk, press R key to get to the Recovery Console.
Do NOT press Enter to start setup. At the Recovery Console command line, at
the C:\> prompt, type the following commands, one at a time, and press
Enter:

rename boot.ini boot.old
rename boot.bak boot.ini

If no error, then type EXIT and restart the computer without CD.

If boot.bak not found, then use next command and follow instructions:
BOOTCFG

If still no joy, provide more details of what you were doing before the
problem appeared, and what all you have done since then.

HTH. (Hope This Helps. :)
