Control Panel. Display option

All of a sudden, the "display" option within my Control panel can not be
accessed. I am running under windows XP (home). I have tried right
clicking the desktop and hitting properties but it still will not open.
Any suggestions on how to get this to work?

Maybe one of these? They read more like permissions though..
Instructions are at the top of the page.

http://www.kellys-korner-xp.com/xp_tweaks.htm

Line 285. (r-h column) Restore All Display Tabs
203. Restore Display Icon in Control Panel
