I am using vertical taskbar on right hand side of display with 3 horizontal
icon rows. My problem is that I need to manually resize taskbar every time I
boot the machine. If I do not resize, after one boot I am left with 2
horizontal icon rows and after next boot I am left with only 1 horizontal
icon row. It does not matter whether Taskbar is locked or not.

Any advice / similar experiences ?

I had the same problem and finally found that I had to remove the Language
Bar. Once I finally got rid of that, the bar stayed where I put it.
