Clarification

Clarification... Is there a way for a user to edit/delete their own posts? Or
is there a way to have their own account deleted? If a user made too many of
the same posts how can the user delete them in order to be within the
guidlines.

Sort of. You can cancel your posts, but servers are by no means obligated
to honor it.

Newsgroups are accountless. Question is not applicable to this environment.

You're expected to know the guidelines before posting and follow them the
first time, just like with everything else in this world.
