Big problem...
I installed a small program called Unlocker at the following address
"http://ccollomb.free.fr/unlocker/#description" and then the trouble
began. I used it one time and restarted, then impossible to execute any
program, even regedit or any system application. I erased the
executable of Unlocker and restarted. Then it was better i was having
access to some system applications so i uninstalled Unlocker. After the
restart the problem came back. Can't execute any file.
I seems that Unlocker retrieved me all permissions to execute files. I
always have the same error message...

"Windows cannot access the specified device, path or file. You may not
have appropriate permissions to access the items"

Please help me...
