Safely Remove Hardware

Any advice appreciated

My Safely Remove Hardware icon doesn't show any more when I connect a flash
drive or my USB external Hard Drive.
I have selected PROPERTIES and chosen SAFELY REMOVE HARDWARE and when I
click the highlighted link , the icon then appears in the tray , but unless
I do that , it's no there ?
Any suggestions ?
Thanks
