How to save color scheme on appearance tab of display

Windows XP has an appearance tab in "display" in the control panel. I see 3
color schemes listed, but no way to save new ones. Is this a feature I need
to turn on somehow? Past versions of windows gave the user a way to save
color schemes.

Click on one and the Apply button will become available. Click it and then
click OK.

"Apply" isn't the feature I'm looking for. How are new color schemes saved
after using the advanced button to change the colors to go with the theme?
Why would Microsoft remove the "save" feature?
