can't move desktop icons - Technology Questions

can't move desktop icons

why can't I relocate my desktop icons? I always used to be able to. When I
put them where I want them and turn the machine off .. they are back in line
when I tuen the computer back on. In the desktop "arrange icons by"
properties popup I unclick the "align to grid" but it is always checked
again when I boot the machine up. Is there another place that this needs to
be unclicked?
