I quessed that the All User folder contents would show in each user's folder.

I don't understand All Users folder.
I created a folder under
C:\Documents and Settings\All Users\Documents\My Videos

And then looked under
C:\Documents and Settings\Frank\My Documents\My Videos
and it did not show.

I guessed that the All User folder contents would be shown in each user's
folder.

I could use a little explanation.

That folder doesn't work the same way All Users\Desktop and All
Users\Start Menu does.

Go to My Computer and open the Shared Documents folder. In that
folder, look in the My Videos folder. The folder you created
should be in there.

The Shared Documents folder is a repository for any files and
folders you want to share with other users. I've found it to be
a convenient place to put files I want to share over a network.
It's also handy if you want to make your My Documents folder
private but still have a common place where other users on your
computer can access files.

If you're looking for more info on the Shared Documents folder
go to Start -> Help and Support and enter Shared Documents in
the Search box. Here are a couple of Microsoft articles that
have info on that folder.
