XP Home - Can't Type in Login Password Window

Within the last month or so I've noticed that after a user logs off of
our home PC that we cannot type in the loin password window for any
other user. Selecting a user to log in as shows the password window
but there is no cursor and it doesn't accept keyboard input (standard
PS2 keyboard). If I choose shut down and restart the PC I am then able
to login. PC is up to date with all critical XP updates.

If you don't shut down, but rather unplug and plug in the keyboard,
does it work then?

From the welcome screen what if you do ctrl-alt-del twice? Does that bring
up the login dialog box where the username and password can be entered? If
so will that accept text?
