Service Pack 3 hangs "Access is Denied"

XP SP2 otherwise up to date

For the first time I am getting an install error from Microsoft.

In attempting to install SP 3. I get an "Access is Denied" from SP 3 Setup

The status window shows:

Initializing installation... done!
Installing Windows XP Service Pack 3 (KB936929) (update 1 of 1)...

Then I get the above error.

Any thoughts; help? I do not know where to start a fix.

BTW, I did a backup prior and a Registry Mechanic after a first failer.
The wizard automatically started in this and a previous attempt. I waited utill that finished.

Any thoughts; help? I do not know where to start a fix.
