altering keyboards

Hi There,
I use an English keyboards and have to write both in English and foreign
languages on a regular basis. Switching keyboard each time is quite confusing
and not very practical, going through ALT+ 3 or 4 numbers is a nightmare and
with some of the software I use I cannot impose symbols easily.
Is there a way in windows to impose that "alt+2" or "window+2" would be "e"
with acute accent so that it becomes valid in every single software?

I use three different language keyboards and I find that pressing
Ctrl+Shift to cycle through the languages, combined with a floating
language indicator, works very well.

Some languages let you program macros, e.g. Microsoft Word.
This lets you press Ctrl+E to insert é for example. However, this
would be a question for a Word newsgroup, not a Windows group.

Yet another option is to use an on-screen keyboard. Use Windows
Help to find out how it's done.
