Cannot ope hyperlinks in Outlook email

The PC in question has two users, both with admin privileges. One can open
hyperlinks in Outlook email and one cannot.

I have searched the web and MSKB and tried everything I could find.

I reset the "Reset Web Settings" in IE 6.

I tried to fix a possible corrupted reg key ~
HKEY_LOCAL_MACHINE\SOFTWARE\Classes\htmlfile\shell \open\command ~ by
importing a new reg key as found in the various web sites. When I click the
new .reg file I get the message "cannot import".

If I go into the registry and click on the htmlfile folder, I get "cannot
open - error while opening key".

What are some other thing I can try?

Before reading your reply I thought about the permission issue. I went to
the htmlfile folder and right clicked to change the permissions. When I
clicked on "permissions" I got the following:
You don't have permission to view the current permission settings for
htmlfile, but you can make permission changes

Soooo, I tried to change the permissions. There was nothing at listed in
the box for those that had permission so I added some like Administrator,
System, Users and set the permissions. When I tried to apply these I got
the message that I can't do it!

I tried deleting htmlfile, but of course I could not do that, even in safe
mode.

Any other suggestions?

Try setting the ownership for that branch. Right-click the key and choose "Permissions". Click "Advanced", and select the "Owner" tab. Assign "Administrators" as the owner of the branch and the subcontainers.
