Task manager has lost tabs

Recent problem has occurred with the Task Manager.

I was working with the Task List when something went wrong - now when I
Ctrl-alt-del to bring up the task manager, the task list is the only thing
available - no tabs at the top to switch to other panes.

This recurs when the system has been shut off and restarted, so
(presumably?) something is in the registry to keep it like this.

Any way to fix this (and if possible, what caused it?)
