I have 2 fragments in my c\windows\system32\oembios.bin file. Defragmentation
won't defrag file. How do I defrag file?

Why? The performance impact of this is infinitesimal.

Don't worry about it. It's normal that some files don't get defragmented.
And the fact that it's in two segments isn't going to cause you any
noticeable problem. See this link for info about defragmentation in XP.
Look about half way down.
