Icon set to "always show" reverts to "hide when inactive"

I have an icon in the taskbar that I set to "Always show". However as soon
as I reboot I find it's been reset to "Hide when inactive". Other icons stay
set to the "Always show" mode after a reboot, and there's nothing unusual
about this one that I'm aware of. Any ideas?

Icon tells us very little. What is the application that would show as an icon?

It's a program called magicjack.exe that runs a "Magicjack" USB telephone.
Checking further, I see that perhaps it is unusual in that the program
resides in a Documents and Settings subdirectory rather than Program Files,
and is called by another program (magicjackloader.exe) at bootup. I don't
know why this should cause the behavior, though.
