I cannot open my user accounts except in safe mode


I am running windows xp home sp2 with explorer 7 I already tried the
folllowing

Click Start, click Run, type cmd, and then click OK. 2. At the command
prompt, type the following commands, press ENTER after each command, and then
click OK when a message says that the registration is successful: • Regsvr32
jscript.dll • Regsvr32 nusrmgr.cpl • Regsvr32 /i mshtml.dll • Regsvr32
themeui.dll • Regsvr32 Vbscript.dll

But got an error for the mshtml.dll....... mshtml.dll was loaded but the
dllregisterserver entry point was not found. The file cannot be
registered....... The other four worked fine

I tried to find a solution for this but most of the problems are related to
internet explorer problems not opening user accounts. When I click on user
accounts in the control panel I get a short delay then nothing happens. It
opens fine in safe mode?

I have searched all over the place, microsoft, internet, Dell forum, but
nobody seems to address this problem except the one peerson above. I even
created a new admisistrator account for myself and deleted the previous
account to see if this would do anything but it failed also.

I have no viruses or anything else. I run system mechanic virus program from
Iolo, plus system mechanic has it's own virus scan, plus advanced window care
virus program as well as windows defender

I also have registry mechanic, registry smart, and regcure to check registry
concerns. I am at a loss I do not know when the problem started because I
only use this personally, but went in one day to add guest for my daughter in
college when she was home and discovered the problem then.
I also booted from the windows disc and hit enter to install then on the
next screen hit R to repair and it made no difference I also ran sfc /scannow
and that made no differernce either......... HELP......... robin........

Most probably here is the cause of all your issues:

You used not one, but multiple registry cleaners. Registry cleaners are at
best snake oil and at worst they destroy your operating system. See this

Your next step is to try a Repair Install. If the Repair Install doesn't
work, back up your data and do a clean install of Windows. And never use a
registry cleaner again.
