"Safely remove hardware" not shown in "Users" vs "Domain Users" grouped user

Dear,

I have a number of Windows XP SP1 are using the thumb drive. I am used
Domain Admins / Local Administrators to plug (install) the thumb drive to
the computer. When I logon those computer as Domain Users account, "Safely
remove hardware" was not found in tray. Is that anythings wrong? Thanks!

Create a new shortcut and set its target location to (following should be in
one line):
rundll32.exe shell32.dll,Control_RunDLL hotplug.dll

You can also try :
Right click Taskbar,
Choose Properties,
Click "Customize..",
"Set Safely Remove Hardware" to "Always Show".
