Event ID 4226 along with slowness issues

We are experiencing issues with our clients with slowness on the network.
Some clients that have been off when powered on hang at applying computer
settings. The machine needs to be manually powered off and back on again
and then it is fine.

Other clients are receiving the Event ID 4226, TCP/IP has reached the
security limit imposed on the number of concurrent TCP connection attempts.
These clients are powered on, reach the ctrl, alt, delete screen, user logs
in, but then the machine hangs at apply personal settings. I know that this
error is a limitation in WinXPSP2 and have seen a third party tool to adjust
the 10 connections a second to 50, but did not want to apply a third party
tool to the TCP.SYS.

We have also had issues with terminal services where we connect to a
machine, but it will never log in and hang up.

Our hardware is sufficient with memory ranging from 512 to 2gb processors
from 3gb single core processor to 2gb dual processors. Sufficient hard drive
space.

All of the above issues are inconsistant where the same machine experiencing
issues after a reboot will then work without issue.

Suggestions greatly appreciated.
