Everytime I try and do a System Restore it goes through the process
of shutting down and restarting and then it says, "Can not restore.
No changes have been made." What do I have to do to get system
restore to work again?

Hi Susan,

Try rebooting into the Safe Mode. Then invoke the S.R.

By chance, are you using some version of Symantec (Norton)?
