It's an msstyle not a theme. There is a difference.

the theme shd install into \windows\resources\theme, and you should be
able to use the "browse..." choice (in theme dropdown) to nav there and
choose it. Once you've choosen it once it should show up in the dropdown
list on its own from that point on...
