Cannot open display properties from control panel or right click d

I have an Inspiron 9100 with ATI Radeon 9700. I recently repartitioned and
reinstalled and when I right click on the desktop and then click on
properties, nothing happens. When I try to open display in Control Panel
nothing happens. When I am in safemode I am able to open display properties.
I have tried many of the fixes in the newsgroups but am ready to do another
clean install. Thanks

See which of these methods open it up, and / or which give error messages
(and if so which error messages) ....

Start > Run > cmd > desk.cpl
Start > Run > cmd > control desk.cpl
Start > Run > cmd > control "C:\Windows\system32\desk.cpl"

Hello I am getting the same problem with my PC, I tried the run
command, and I get the error message "An error occured while WIndows
was working with the Control Panel file C:\WINDOWS\system32\desk.cpl."
Any Idea's on how to fix this annoying problem.

Run a repair install of win.
Then ensure you have installed chipset & other drivers specific to your sys,
from either PC manu site or hw manu sites. NOT winupdate
