speed of conectivity is slowing down

my conectivity to the inernet is often interrupted and when I try to
transfer files with my ftp it is slowing down very quickly.
My dealer says the reason for this is because of the instalation of
winxp over another winxp. I shall format everything and than start to
install winxp and all other programs again.
Does someone knows a way I might be able to solve the problem wih
formating. It costs so much time.

That's normal when using an analog modem while having a noisy line.

Otherwise (DSL) and since you're posting from Germany:

When using a router, make sure that the latest firmware update has been
installed.
