Deleted items don't appear in the recycle bin

I had changed some permissions through the tab security in the folder C\ and
beneath it. I made the changes working to all the folders beneath. Afterwards
everything seemed to work good. But I felt some stupid and did a system
restore.

All worked good again. But after a while I noticed that the deleted items
did not appear anymore in the recycle bin. Regardless of the properties of
the recycle bin (delete completely or to the bin doesn't matter)

However, the recycle bin in the admin-account works good. I've tried with
changing my normal account to an admin-account, but that doesn't matter.

Also I cannot undo the deletion of an item, then I get a message with a red
cross saying: error with replacing of file or folder. Can't replace the file.
Can't read information of the source file or at the source disk.

So I hope someone knows a solution? Thanks.

Right click on the Recycle Bin on your Desktop, select Properties and
see if the third item has been checked? "Do not move files to the
Recycle Bin, Remove files immediately when deleted."

Thanks for the advice.
But in the meanwhile I had completely messed up my PC. So I decided to
re-install everything again.

It all works fine now.
