How can I prevent Windows from adding programs to HKCU/RUN and startup
(current user / not all users) by default? Whenever I login to the
guest account it seems to be taking run apps list from an
administrators or other users account?

And why are you using the guest account in the first place? Unless you have
XP Home in a networked environment, it should be disabled....

I dont believe Windows adds programs to Run. I believe the apps you are
installing add them to Run.
