windoes xp pro - downloads issue

Does anybody know how to fix the issue where-which downloads will stop mid or
partial way?

What downloads? What type of Internet connection?

online downloads, any; I'm on a T1 connection right now.

Are you using Comcast (or another large ISP)?

Since it is a complete fresh install, are you sure all the hardware
drivers are the correct and current ones?

Motherboard drivers if the NIC is built in, or the NIC driver.
