While changing my settings on my cable modem my computer crashed while
shutting down. Upon bootup the icons, taskbar, and toolbar are missing. My
profiles appear to load as my desktop screen does appear. When shutting down
"explorer.exe" always provides an error and locks up. I can shut down one of
the "svchost.exe" and then the icons and taskbars appear but I immediately
have failures as would be expected.

I have tried a clean boot with no success.

Any suggestions?

Roberto,
I cannot load in safe mode either. In the symptoms menu it talks about able
to start up in safe mode. I also have a 2nd user on the account and have the
same problem.
