running 16 bit apps

Is there a way to allow members of the groups "Users" and "Power
Users" access to 16 bit apps (instead of using "Run As") by the way of
a GPO ?

I have a game my 4 yr old son likes to play and it runs fine under an
account with Administrator privaleges but when I change the account to
a User or Power User I get an error that it can't run a 16 bit app and
it points to his temp directory in his local settings directory.

What exactly is the error message? Especially the part about
the temp directory?

(from memory) 16 BIT Windows Subsystem: C:\DOCUM~1\TURBOKID\LOCALS~1\TEMP.
WINDOWS CANNOT CREATE OR LOCATE THE TEMP FILE NEEDED TO RUN APPLICATION.

I do not get this error when account is setup as an administrator on when
account is setup as a Power User or User.

I would check the permission structure of the temp directory.
You could also create your own temp directory, e.g. C:\temp,
give "everyone" full access to it and instruct Windows to use
it (Control Panel / System / Advanced / Environmental Variables).

Tried running the game under a compatibility mode for an older version
of Windows? Right-click on the shortcut, Properties, Compatibility
tab. Or use Start -> Help and Support and search on "compatibility".

Before or after my suggestion. If after, did trying that work or not?

Some programs will not run under a non-admin account. That is how
they were coded. You will need to discuss the problem with whomever
wrote this unidentified game or maybe find a forum of users of that
unidentified game. Since you are playing a 16-bit game, which maybe
thinks it should be ran under DOS, you can't make it work unless it
has a configuration option to change its default behavior.
