Need Confirmation on DHCP Reservation

I don't know if this is the correct section to post this question but anyway
I'll post anyway.
If I use the DHCP Reservation on one of the Windows domail controllers, then
will that DHCP Address can be only acquired by the computer that I assigned
to use that specific DHCP Address?
Does using DHCP Reservation function of the Windows Domain Controller avoids
IP conflict on connected devices configured on DHCP?

You might think about posting this to the network group. They deal
with the DHCP.
Just my 11/2 cents worth.
