You cannot "format" a computer, only a hard disk.

An easy way to get back into operation would be to do this:
1. Open the PC case.
2. Check if there is a connector for a floppy disk drive.
Ask a friend to assist if unsure.
3. Get a Nordahl boot diskette image from
http://home.eunet.no/~pnordahl/ntpasswd/bootdisk.html
and create a boot diskette.
4. Temporarily remove the floppy disk drive from your
second PC and connect it to the problem PC.
5. Boot it with the Nordahl boot disk.
6. Reset the administrator's password to a blank.
7. Boot normally.
8. Log on as administrator.
9. Reset the password for your usual account.

When it's all done, reflect for a moment about how many
sets of keys you have for your car and why it is more
than one. Now think about your PC and its administrative
accounts. Just the one? Why? Now create a second admin
account and store the password in a safe place.

Re: How to format "Intel Celeron Desktop Board" computer

Have you tried contacting File Lock http://www.toplang.com/filelock.htm to
see if the support there can help you get around the password issue and help
you get into your system? Or did you receive documentation on how to
circumvent the password when you purchased the product?

Another option might be to try ophcrack on the drive. You would have to burn
the LiveCd to a USB drive and boot off it but ophcrack is useful in
uncovering passwords on Windows systems without modifying the system. do a
google search for ophcrack and you should find the download. It is free and
is not an illegal program.

The OP is not referring to a lost Administrator account password but to a
specific third party program called File Lock.
