Stop modem driver from loading at start up

My sister's pc has an unused 56k modem (Conxant junk). She's got a DSl
connection using her onboard lan. The driver for the dialup modem is
causing a BSOD frequently: HSFHwbs2.sys

Is there a quick way to stop this driver from loading since it's not
needed anyway. I deleted the modem from the device manager, rebooted
and XP reinstalled it. It's been behaving for about an hour. This
isn't my pc and I live 150 miles away. If it starts acting up again
she's not going to know how to fix it. I'd like to be able to stop the
driver from loading at all since I can't open the case and remove the
actual modem. The bios on this machine is pretty basic, I can't shut
it off from there either.
Pc is a Dell Dimension E520 running XP home.

Don't delete the modem, simply Right Click it and choose the
option "Disable".

Either that or look for a later driver.

If the modem is built into the motherboard you could probably disable it in
the BIOS, if not, how long does it take to open the case and pull it out?

No, it's in a PCI Slot. I went through the BIOS, don't see any options
for the pci slots at all.
They just got this computer and I doubt Dell would appreciate me
getting into the case.
The driver is dated 2004 and Dell isn't offering an update.
I'm going to disable it for now.
There's an unbelievable amount of stuff loading at start up on this
machine. I've never heard of half of it. The conflict is probably
arising from that.

New computer crashing, contact Dell tect support. Resolve it BEFORE the
warrenty expires.
