Windows Start Tool bar doesn't show when loaded

Interesting enough when i turned my computer on last night i saw that my
windows toolbar didn't load. All the icon and background laoded correctly,
however no windows tool bar. I even tried using the windows key to see if i
could open but nothing opened. how can i get the tool bar to appear again?
