No. This is a Windows XP newsgroup.

The Vista newsgroups have names beginning
microsoft.public.windows.vista...

Hmm. Oddly, I cannot find 'vista' beyond 'microsoft.public.windows' from
the list of 2215 groups on 'msnews.microsoft.com'.
I added some of the Vista groups manually just now in Xnews, but there
should be an easier way.

Did you "refresh" your newsreader list first. If you didn't then you
will only "find" what was there the last time you refreshed it.

Located a refresh button under the 'Group' menu. :)
2322 groups, 200 new. shows how long it has been since I refreshed it ;)
(2 odd years probably)
