uncheck "READ ONLY" property for directory, keeps changing back to READ ONLY

I copied lots of files and directories from a CD (moving computers).

I uncheck the properties box for read only of a directory, apply it and
close the properties box. I open the properties box and READ ONLY is
checked again.

Why won't it stay closed and how to I keep the READ ONLY UNchecked?

That "box" is used to "switch" read-only on the CONTENTS of the folder,
it DOES NOT apply to the folder itself. Ignore it.
