Invalid open Handles - Technology Questions

Invalid open Handles

Can files be recovered from a converted (from Fat32 to NTFS) portable disk
that now has open handles which are invalid? CHKDSK indicates the files are
present, explorer sees the disk but it is not able to access the files. Can
anyone help?
