ftp Settings

I used to run Windows 2000 and a site fpt'd to this computer to pick up
files. It was on a network and behind a firewall and permissions were given
to a specific IP address to access this computer. I had XP Pro installed and
now this IP keeps getting a "connection refused" message. There have been no
changes thru the firewall and my Windows firewall is disabled. I read the
other questions and replies where it said to uncheck the "Use Passive FTP".
Still no success. Any other suggestions?

You have to install an FTP server. It's not part of WinXP
and it was not part of Win2000 either.
