I know this is the wrong Newsgroup, but IE NG's have been disabled or
something. My problem is that the Temporary Internet Files for IE7 has been
specified as a System Folder, but only under my profile. I have familiarity
with the "attrib -s" command, but do not know how to make a folder a
non-system folder. Any help would be greatly appreciated.

Don't know if this will solve your particular issue but...
CCleaner is a tool to remove Internet history info, cookies, temp files,
auto complete and other junk. In the 'Windows' tab listing check the item
types you want deleted.

Note: Also available is customization, see Options/Custom to add any
other/additional folders you want files deleted from which you might try if
the default setting don't do the job.

Why is this the second post in a row where you recommeded this product? Open the
folder, CTRL + A (select all), DEL & ENTER.

There's no junk program installed & you've cleaned the folder simply

they exist in a directory called "temp" somewhere on your PC then deletes

Why is it a problem that it is a system folder?

MS has taken to hiding the contents of the cache file, even with hidden
files set to be unhidden.

Using Full path in the address bar settings, add \Content.IE5 at the end of
Temporary Internet Files so it looks like this, (except replace your drive
and user name);

<drive>:\Documents and Settings\<user profile>\Local Settings\Temporary
Internet Files\Content.IE5

You will get a warning about an "unspecified potential security flaw",
answer yes and you can browse through the files you have downloaded.

I know this isn't what you asked, but I expect once you remove the system
attribute from this directory XP will simply re-apply it at next boot.

If you read the original post carefully I think the OP is saying that
there are no Temporary Internet Folders for users other than himself. He
seems to think the solution is to change the characteristics of the
folder for his profile. Somehow I doubt that is the solution. The
solution may be to create new User Profiles where the problem exists.

Being set to system is normal. Something has changed the other ones,
THAT'S what you should be concerned about!

He doesn't mention missing directories, and I can only assume he has other
Temporary Internet Files to compare the attributes with. I wasn't certain
what exactly he was asking, but I though he may have been trying to gain
access to the actual temp files and thought that the system attribute had
something to do with it.

Which is why I asked why the system attribute was a problem, since the Temp
Internet Files is normally flagged as a system directory.
