I am running Win XP with SP2. When attempting to install new software,
(including Office 2007, and Nero 7) I get a warning that the
administrator policies do not allow software installation.

I have gone into Local and group security policies and the default
security level is set to Unrestricted. Still after numerous reboots I
cannot install any new software.

I have checked the DVD and it is functioning properly.

If the administrator policies don't allow software installation, then.
you must change the administrator policies.

You'll have to logout, then login as the Administrator to install the
software.

The above process was done. The ability to install new software is
still denied.

What is the virus/malware status of the machine? If you think it is
clean, what programs (and versions) did you use to determine this? Make
sure the computer is clean:

Also, ask yourself The First Question Of Troubleshooting: what changed
between the time things worked and the time they didn't?

What is the recent history of this machine? You haven't really told us

History of this PC: A new build, with Win XP Pro installed on a new
hardrive. Anti virus software is AVG 7.5 and Kaspersky 6.0.
LavaSoft Ad-aware is used for spyware removal.

The security software was installed from the company websites and
installed without a problem.
I have turned off all security when attempting to install software,
and that does not change the result. Any CD or DVD with an Application
will not load. I can read the disk and see all files.

Assuming this machine is *not* part of a domain and the "new build" was
not done with an image created by a company IT Dept.:

Uninstall all antivirus and security software. Make sure you reboot. Try
again.

Can you install anything from a downloaded executable? If yes... can you
install anything from a CD? If no, then is the CD showing up in My
Computer? Try a different CD drive.

Solved the problem. The solution was, replace the DVD, which at first
did not solve the problem.
The second part of the solution grew from growing frustration. I used
another IDE cable, and that WAS the solution. The origninal DVD drive
may have been good. The culprit all along might have been the original
IDE cable.

Part of solving the problem was that the Device manager dialogue box
stated the DVD was operating properly.
Attempt to install software from a CD or DVD always ended with a
message that in so many words would state
"the administrator had denied access ..." and so forth.

Lesson learned. Check everything, including the cables and
connections.

Here is what has changed.
History of this machine: Newly built, Clean instal of Win XP with SP2
and most recent updates
Anti-Virus program: AVG 7.5, and Kapsersky 6.0, anti spyware LavaSofts
Ad-Aware. The antivirus and anti spyware programs were downloaded.
They installed without a problem.
