Service Control Manager Timeout

I think this is connected to some applications not starting. Is there a way I
can check where this is going wrong??

Examples of error messages from error log below:

Service Control Manager Timeout (30000 milliseconds) waiting for the
dlcf_device service to connect.

Service Control Manager The dlcf_device service failed to start due to the
following error: The service did not respond to the start or control request
in a timely fashion.
