I can not open Internet Options tab under the Tools menu when Internet
Explorer 7 is open. I have retored and restarted several times with no luck.

Try running IE7 without add-ons.

Go to Start > Programs > Accessories > System Tools >
Internet Explorer 7 (No Add-ons) to start without any add-ons. Try using the
browser and see if problems arise.

If the problem does not occur again, start IE7, go to Tools > Manage Add-ons
and disable all the add-ons and enable them one by one till the problem
appears and you get the culprit.
