Destop.ini Opens with Each Reboot?

I'm visiting my father and naturally I've been enlisted to straighten out his
machine. This one has me stumped. Every time he reboots, a text file called
desktop.ini opens with Notepad. Here's the content of the file:

[.ShellClassInfo]
LocalizedResourceName=@%SystemRoot%\system32\shell 32.dll,-21787

Does anybody have a clue how to stop this behavior? The file closes easily
enough but I don't want to see it at all. Ideas?
