Legal to Ship US Version of Windows XP Pro to Russia?

We have an edcuational office in Russia where they indicate that the English
version is very expensive to purchase. Is it legal, from both Microsoft and
our country's perspective, for our University to purchase three copies of the
English version and send it to Russia?

The Russian police force have a crack team of detectives dedicating
their lives and careers to tracking down copies of XP brought in from
the US by ruthless bandits disguised as teachers. They lie awake at
night worrying about Bill Gates losing 200 roubles on every imported
copy of XP.
